Postal rates from September 1, 2022 - POSTGroup
To ensure the sustainability and quality of the universal service against a backdrop of continuing structural decline in mail volumes and rising costs, particularly for manpower, infrastructure and transport, and to continue innovating and adapting to the uses and needs of its customers, POST Luxembourg will be making tariff adjustments on September 1, 2022. These adjustments will apply to national and international letters and parcels.
On September 1, 2022, postage for a standard letter will increase by 20 cents to €1.00 for domestic items. Postage for standard letters to Europe and the rest of the world will increase by 35 cents to €1.40 and €1.75 respectively. In accordance with the law of December 26, 2012, on postal services, the application of these new rates by POST to the first echelon (up to 50 grams) of postal items in the universal postal service has been approved by the Institut Luxembourgeois de Régulation (ILR).
The postage for this first weight level is the basic reference for rates for postal items in higher levels. The "reference stamp multiplier" principle, introduced in 2015, enables customers to affix stamps with identical face values from the same booklet, regardless of the postage category. On September 1, 2022, the rates for the various categories of postal items will also be adapted according to this principle.
Non-profit associations and foundations will continue to benefit from preferential rates. They can call on POST to take advantage of a special rate for national standard mail. This reduced "ATR" postage is equivalent to half the usual rate and will therefore be €0.50 on September 1, 2022.
From September 1, 2022, postage stamps with a face value lower than the new applicable rates can still be used, provided that additional postage is added.
Stamps without a face value are valid for sending mail of a given weight, with no time limit. An "L50g" stamp, for example, remains valid for the national dispatch of a standard 50-gram letter.
Analyses published by the International Post Corporation show that POST Luxembourg's pricing is comparatively low for both domestic and international mail. Following the adjustments, POST Luxembourg's postage rates will remain below the European average. In neighboring countries, the comparable rates currently applied for a national priority item weighing up to 50 grams are €1.00 in Germany, €1.89 in Belgium and €2.86 in France. Weight categories vary from country to country.
On average, each Luxembourgish household consumed 6 stamps in 2021. As a reminder, POST Luxembourg's postal rates were last revised on May 1, 2019.
